Green Arrow #9 Reveals Amanda Waller’s Secret Motivation

Amanda Waller has never been a friend to the superheroes of DC Comics. Despite this, the woman called “The Wall” could be trusted to be a reasonable authority figure. She might use different means, but had the same goals. That changed in the past year, with Waller openly antagonizing Earth’s heroes for no apparent reason beyond a lust for power. However, a confrontation with Green Arrow has revealed a reason for the change in The Wall.

Green Arrow #9 by Joshua Williamson and Sean Izaakse finds Oliver Queen seeking an audience with Amanda Waller. Breaking into the repurposed Hall of Justice (now known as the Hall of Order), the Emerald Archer sought his missing son, Roy Harper, who vanished after going after “The Wall.” However, he is also interested in just why the Suicide Squad coordinator is actively undermining Earth’s heroes. “You were always a bit of a nutter,” Ollie quipped after being captured before noting that Waller “never tried to take over the world.”

An enraged Amanda Waller denied that she was trying to take over the world. Indeed, she insisted she was trying to save it. She recalled the events of 2022’s War For Earth-3 event and her efforts to bring order to a world run by corrupt metahumans.

Amanda Waller explained that a benefactor helped her to return to Earth-Prime. This unnamed benefactor also gave her the mission of putting a leash on Earth’s metahumans and vigilantes. This includes Roy Harper, whom she recruited to work for her after he was caught breaking into a government facility.

This confession explains a lot of Amanda Waller’s recent behavior. However, it also raises the question of just who this benefactor is. Doubtlessly this mystery will continue to build heading into 2024’s Absolute Power event.
